Naturally, Zel is fully cloaked while out in public, and he's even wearing something slightly different than his usual attire, so it's not surprising that Lina wouldn't recognize him right away. As for Zelgadis, he's certainly surprised to see Lina, but not so surprised that she's helping herself to someone else's riches. Y'know, just Lina things.

He doesn't try to stop her, but he does lower his hood.
