Given that Soundwave stands out like a sore thumb here, an eight foot tall mech with a glowing red visor. That just makes him an easy target for someone's ire, or even think he might be responsible for the kidnapping, somehow. But in actuality, he was just someone standing around near the shore, waiting (as per usual monthly) and hoping to see familiar faces emerging out of the water, minding his own business when a girl suddenly stands before him and points an accusing finger at him.

Huh....

He doesn't say anything. His expression is impossible to tell given the faceplate he's wearing. He's just staring at her in complete silence, as he tries to make out whatever it is she's trying to say with her mouth full of a fish.
