There's probably non-zero overlap between the two, considering how often it's 'my personal profit, why would I share it with the whole business?'
At least with Artifact bullshit it's not always that someone set out to cause trouble. Sometimes these things just latch onto whoever's available.
And sometimes someone who should
really know better
touches everything in the museum and loses two levels.
