It's not that he doesn't believe Zelgadis, it's more that he would never forgive himself if he went up the cliff first without checking down here, and it turned out Daisy WAS still down here. "Hang on, I'm just gonna..." And he starts wading into the water back the way he came. He had encountered a very nice lady out there in the briny (?) deep, maybe he can flag her down and ask if she's seen Daisy.
"Ma'am? Excuse me? Ma'am? I'm sorry, I didn't catch your name - Ma'am? Are you out there?"
He's a little past waist-deep when the Lady comes swimming up to stop him going any further. He asks after his best girl, and the Lady basically repeats what Zelgadis already said: Daisy is likely in Archimedes' box.
He wades back to Zelgadis, slightly reassured but still looking very upset. "She said Daisy's probably in that guy's box. You said it's up the cliff?"
