Asgore does make it to the shore on his own. He knows how to swim. He just doesn't tend to, and for very good reason. Even though the potion warms him up, it does nothing to dry him off, and without his fire magic it doesn't look as though he's going to dry off at all for quite a while. Once he's wet, he is soaked. He's all over dripping wet fur, and he looks like an enormous drowned rat as he makes his way up the stairs. Even his beard is limp and plastered against his face and neck.
Still, he seems...game. Or at least resigned to this experience; he's making his way up the stairs as well as he can. They feel a bit small and narrow for someone of his size, and he seems to be concentrating very hard just on not slipping off. Still, if he gets too close to anyone else, he'll make sure to gather his cape about himself and try to keep from splattering any water on them.]
Oh, I am sorry. Please, pass me if you like. I'm afraid I am being a little slow.
ii. training grounds
[Having somewhat settled in, Asgore has gravitated to the training grounds to watch the other new arrivals practice their newfound magic. Most of them are human. It's strange to see them taking to it so easily - a little disconcerting, even.
More disconcerting still, though, is that Asgore himself can't seem to tap into his own magic anymore. Magic is the core of a monster's existence; it feels like he should have fallen to dust, if it's simply gone. So maybe it has just changed forms? Strange that he hasn't changed as well, in that case.
(It wouldn't be the worst thing in the world.)
He can't quite bring himself to approach one of the trainers directly. Other people must need their help more. He just stands off to the side, staring at his paws as he flexes them. If someone is nearby, at least, he will eventually comment:]
I have had fire magic since I was young. But now, I cannot seem to summon it.

[Okay, so this whole thing seems...very rowdy. It's really not the kind of thing Asgore tends to enjoy. But, on the other hand, he is roughly Yeti-sized. He'd make a good base for a person-tower.]
