Looking at his face with its many eyes cast him into a nightmarish trance that made him relive his worst memories until he was broken down enough to become Majestas' willing minion.
That's happening all around now - anyone who looked at the seraph (also on any screen around, because his appearance is being broadcast) freezes in their tracks, their eyes start glowing, and they eerily mutter "Every eye shall see them" in a continuous mumbling choir.]
