[On the upside those might be procurable from a butcher for a reasonable price, on the other hand Hijikata doesn't trust these kelpies as far as he can throw them (and he probably can't throw a horse at all, fae or not). Even if a bargain is watertight magic, is it worth it? Who knows how much the kelpies were just bullshitting about the people's troubles with the only bridge! But at the end of the day he's not the bargaining expert here.]
