Gokudera is focused on the bread as well, but off in the distance, there's a swell to the water's surface, almost as if a moose were swimming, or a whale is just under and close to breaching. Whatever it is doesn't break the surface, and the swell suggests that it is quite large.

Nothing is coming after the bread, though.

Gokudera feels like he's being watched and glances sideways just as the swell subsides and it's little more than a gentle wave that rocks the soggying food.
