It's exactly what it sounds like! tl;dr about your character and their current relationships with others in game, or use it as a sounding board to talk about how potential cr might go down in future.
steps:
1. leave a toplevel with your character's name
2. comment to others' toplevels with the character relationship(s) you'd like them to tl;dr about
3. reply to their response with your own characters' thoughts on the cr!
4. gush/commiserate/poke fun at/meme on all our dumb characters and their dumb interactions idk
5. feel free to use the responses to throw together a cr chart, or link one if you already have one!

He does remember being crippled by Claude's magic and fantasizes about attacking him again and killing him quickly enough that he can't fire off a spell.

He remembers that she is ruthless in war, and that is something he respects, but he also remembers their shared dream. That much belief in humanity disgusts him. He would love to test her sword skills some day and once he's satisfied his curiosity he wants to kill her and snuff out that light of optimism. The only thing really holding him back is his pact with Caesar. He'd promised he wouldn't sate his cravings on the Fire Bringer... He doesn't know yet that Caesar is completely gone from Avalon.
Even if they hadn't shared that dream he would still want to kill her. She's a True Rune Bearer. The need to destroy her and the Rune she carries is intense, almost primal. To him such a killing would be merciful. When he kills other Rune Bearers he thinks of it as him putting them out of their misery.

And when she started a fire and kidnapped someone the chaos it created was delicious! He knows now that she is capable of doing such things and that makes her even more interesting to him. As long as she is willing to cause chaos, Yuber is willing to be an ally. Yuber is also aware that neither have them have many allies left in Camelot.
He doesn't know her well yet, but her emotional passion reminds him of a witch from his world named Windy, someone he'd served for over three hundred years.

He still respects Hawk's ruthless fighting ability and total fearlessness so there is always the chance he'd randomly attack Hawk some day just for the sake of a good fight. There is also a non-zero chance he'd kill Hawk, not out of rage but as mercy. Better to die with chaos than keep living and become just like a lowly human.
That said, the bridge between them isn't completely burned yet. Hawk hasn't actually done anything to or against Yuber and Yuber is slow to form grudges anyway outside a rare few exceptions (Zepon). That requires him to hold on to emotions for longer than he is usually capable of.

Beyond that, however, Kratos has a refreshing tendency to not lecture him too much on morality as humans see it. That alone puts him on Yuber's radar as a potential non-human and someone who might help him create chaos.
He doesn't know Kratos well yet but what he's seen is very intriguing. He will probably want to bother him again... Sorry about that.
