It's exactly what it sounds like! tl;dr about your character and their current relationships with others in game, or use it as a sounding board to talk about how potential cr might go down in future.
steps:
1. leave a toplevel with your character's name
2. comment to others' toplevels with the character relationship(s) you'd like them to tl;dr about
3. reply to their response with your own characters' thoughts on the cr!
4. gush/commiserate/poke fun at/meme on all our dumb characters and their dumb interactions idk

Honestly? Hooo boy. It's complicated. Let's get the stuff she's been trying to dance around out of the way first.
Byleth thinks Claude is a passive, opportunistic coward whose lofty ambitions and rhetoric are all meaningless as long as he only takes half-measures, and she hates everything she's heard about his plan on so many personal levels.
Some of that is her projecting from the Claude she remembers, but he hasn't exactly managed to convince her it doesn't apply to him too. Hell, he's made that impression worse, in some ways. But luckily, that's not all she thinks of him. None of that is here, and it's not her world, so it isn't... important, even if she can hardly stand to think about it. She recognizes he means well, and on a personal level—setting aside philosophies and politics as much as is possible—she likes him. Genuinely, she holds him in pretty high esteem, even if she has her major frustrations with him. They were friends once for a reason, even if she's not sure she ever fully trusted him.
Byleth knows he's smart and has his heart firmly in the right place, and she's plenty willing to work with him. Both here and with the Claude she knows, once she goes home. The opportunity to strike their friendship back up means a lot to her, and she always has his back if he needs it. She might even be starting to trust the reverse is true, too.
