It's exactly what it sounds like! tl;dr about your character and their current relationships with others in game, or use it as a sounding board to talk about how potential cr might go down in future.
steps:
1. leave a toplevel with your character's name
2. comment to others' toplevels with the character relationship(s) you'd like them to tl;dr about
3. reply to their response with your own characters' thoughts on the cr!
4. gush/commiserate/poke fun at/meme on all our dumb characters and their dumb interactions idk
5. feel free to use the responses to throw together a cr chart, or link one if you already have one!

But what Chris also knows is that he is a threat; he always will be, and he cannot be controlled. Even the Destroyers never really tried to; they just directed him. Trying to control Yuber is like trying to control a wildfire or tsunami, you can't control a function of the world. The best you can do is limit the damage, or try to contain it as best you can.
Which is why she feels compelled to go after him, to contain his damage. She can't help but view Yuber as "her" responsibility because she knew what he was about when they first arrived, but didn't take decisive action right then and there, and now other people are paying the price for her inaction. Fair warning, she contacted Arthur for an audience before getting taken away to Celliwig, so something may be coming of that soon, and she's already got a crew ready to put together if Arthur gives her the go-ahead.
tl;dr he's a being worthy of both her enmity, and yet also in a very strange way, also her respect.
