It's exactly what it sounds like! tl;dr about your character and their current relationships with others in game, or use it as a sounding board to talk about how potential cr might go down in future.
steps:

2. comment to others' toplevels with the character relationship(s) you'd like them to tl;dr about
3. reply to their response with your own characters' thoughts on the cr!

OKAY BOY IS KOTONE THE COMPLICATED SEES PERSON. (Well. So is Ken, but in a different way.) This is partly Syn's fault, since Minako... either definitely was from his timeline or at least skewed much more closely to it, and they had fourish years of hanging out in Liminal Space. He's used to a less blatantly 'I'm Fine I'm Totally Fine See How Fine I Am
(not)' variety of FemC. (Some of that is down to player interpretation, some of it is 'stuck in a jamjar for fiveish years with mostly no company from home, and the SEES company she did have before Shinji was Dudetag Timeline.' After a while you stop pretending you're not tired.) He gave Minako chocolate, not because he expected a response in kind but because not saying something was becoming the bigger regret.So suddenly 'she's here, but also not' is... a hell of a thing. But: It's not Kotone's fault and he refuses to make it her problem. He hasn't even told anyone else in SEES that he didn't know 'Kotone' as her name (if he told anyone, it was Shiro, who also met Minako in Syn). He's the one who has to figure this out.
She's still on his original friend shortlist, and still got there in record time. She's still the last entry on his crush shortlist, even if he's far less likely to say anything unless and until he can separate out the Previous Game Shit.
Besides, Yukari.She's still someone he trusts implicitly, which is also always going to be a short list. Hell, she's still the first person he suggested going in on a house to.It's just... a little bittersweet at the same time. But hey, at least the cloud hanging over things isn't entirely made of 'she's supposed to be dead'??? (Honestly he will take whatever More Time with her he can get, in any form. That's the easy part.)

Shinji is never not going to feel terrible about Ken's mom dying. No nine-year-old should be deprived of their parents (source: he was a nine-year-old with no parents). Even having fought his way to a place where he can acknowledge it wasn't deliberate, Shinji still considers it his fault and has SO MANY REGRETS. As noted in his app: If someone says they don't regret a manslaughter, what they did was a murder.
(Syn actually developed an IC mourning ritual tied to one of the settings' mourning practices, and Shinji added Ken's mom to it at one point, once he felt like it was something he could grieve himself.)
If Ken ever asks why Shinji was in no hurry to actually shut down the kid demanding to take his life? Nothing Ken did to him could be any worse than what Shinji had done to himself. Ken's ability to find closure was hampered by the Dark Hour meaning it was written off as a complete accident, sure, but Shinji dove right into self-flagellation and didn't look back.
And now, here they are. Shinji living past October was never the plan. Ken living past October was possibly not the plan, since grief fucks a body up majorly. Add to that the Timeline Bullshit where as far as Ken was concerned Shinji is dead, and it's all a goddamn mess. There's a reason Shinji didn't push Ken to join SEES House if he didn't want to - very possibly he needed the space (also, letting him feel respected enough to make the choice for himself rather than being herded along by Older People).
But they gotta figure out how to interact with each other without their respective death wishes setting the tone sooner or later.
