They might feel some information is better kept for only those that need to know, like some of the knights or the more powerful mages, or they might worry that that some of the information might be too overwhelming to tell everyone immediately. They might also withhold some information because they themselves don't know everything, and are waiting until they have enough information to share it.

[ Or those in charge might withhold some information because they are purposefully trying to keep them in the dark, but that falls into conspiracy territory, and Fenton would prefer to give them the benefit of the doubt. ]
