... Is the short version. The long version is that he likes Gokudera. He seems to have a good head on his shoulders, and though he hasn't seen his prowess in combat yet, he seems very dedicated and loyal both to his own boss, but also to Iskandar, despite Avalon's Iskandar not remembering a thing about him. That doesn't faze him since he's aware as a Heroic Spirit he won't always remember being summoned to different places, but it does mean he believes him when he says they were close before.
Because he respects both Gokudera and Tsuna, he's convinced that if he defeats them in wrestling and shows them his superior strength, they'll be persuaded to join under his banner. No, he's not going to drop it until one or both of them accept his challenge, sorry. :')
... Also yeah, he is pretty sure the wrestling story is a bunch of nonsense, but it's fun enough that he's just going to go with it anyway.

He’s gotta make sure that the Tenth is cool with Iskandar, and then Gokudera can be roped into all manner of Hijikata (Lambo will be as well, sorry not sorry).
I would pay to see Gokudera and Iskandar srsly sumo wrestle and I was 100000% honest about drawing it.

Which is to say that Iskandar has very selfish reasons to take Mukuro under his wing, but there are win-win reasons for doing so. He needs soldiers, but there are also benefits for her. He still needs to confirm what he knows about her past is true and to get more information (which he might just at the kings' gathering), but if it is true she served someone called the Ultimate Despair, then he's pretty much prepared to set himself up as the antithesis to them.
He's a leader who is most focused on satisfying his personal happiness, the happiness of his followers, and (back in his lifetime) the happiness of his empire. Life is something to be savoured, and so anyone who insists on spreading despair is naturally his enemy. If he can inspire Mukuro to follow his dream instead of her sister, he'll be content.
And yes, he's totally going to insist she keep drinking with him, and invite her for meals and stuff and to do (gasp) generally fun things in between quests and exploration. That's just how he rolls!!
