Sokka is both very intelligent and very dumb at the same time. He's gotten Team Avatar out of trouble many times but he has also gotten them into trouble almost as much. He's got a lot of mechanical knowledge and knows how to fight. In a world of bending, he was not a bender. And now he would control all the elements.
