Rei considers Kate a friend! As much as he considers anyone a friend, really-- he generally limits those to surface-level relationships. And he and Kate are a little deeper than he'd like, but because Kate has the same attitude about it (aka: "ew") he doesn't mind quite as much. It also helps that she has absolutely nothing to do with his homeworld, so when magic fuckups happen and she learns His Deepest Secrets(TM) the stakes feel much lower than they otherwise would.
