How do you think the dragons viewed Barbara? A child? An adult? Family?

Barbara calls Ceres (her dad's dragon) her "mommy" so Ceres at least saw her as a surrogate daughter. I think the rest of the dragons view her as family, but since they follow her lead when dealing with the party amd the Empire, they do see her as an adult and not still a kid.
